Changhua County Government held the 'Inauguration Ceremony of the Changhua County Lu-Kang District Integrated Administration Building' on the morning of the 12th, with County Magistrate Wang Hui-Mei and distinguished guests jointly cutting the ribbon, officially launching the facility. This building has received the highest honor in Taiwan's engineering sector—the 'Outstanding' award in the architectural category of the 25th Public Construction Gold Quality Award presented by the Executive Yuan's Public Construction Commission. Magistrate Wang stated, 'This has long been anticipated by our residents, and it is finally realized!' Previously, social welfare and long-term care buildings only integrated resources from the Health Bureau and Social Affairs Department. Now, this building is Changhua County’s first landmark to establish a 'one-stop, all-age public service' model, integrating diverse services such as childcare, parenting support, long-term care, police, household registration, and social welfare. The total construction cost was NT$267.825 million, with NT$19.44 million in central government subsidies and budget support from County Council Speaker Hsieh Dian-Lin and all councilors. The county government self-funded NT$248.385 million to complete this vital project, successfully realizing a facility that combines administrative services with social welfare functions. Residents from age 0 to 100 will receive optimal care, and staff will have improved office spaces to better serve the community.

The integrated administration building has five floors. The first floor houses the Lukang Branch Fuxing Police Substation of the Changhua County Police Department. The second floor is the Lukang Household Registration Office Fuxing Branch. The third floor features a publicly funded, privately operated daycare center and a parenting family center. The fourth floor is a day care center with 60 capacity spots, including four rooms that can be used for temporary overnight stays based on residents’ urgent needs. The fifth floor hosts nine units, including the Social Welfare Service Center, Assistive Devices Service Point for People with Disabilities, Volunteer Resource Integration and Promotion Center, and the 'Happiness Shop' in-kind bank, collectively providing services from childcare and family support to elder care and social welfare.

Councilor Tu Shu-Mei, speaking on behalf of the council, expressed gratitude to Magistrate Wang and her administration, as well as to the Ministry of Health and Welfare for subsidies. After more than three years of effort, the integrated administration building has been successfully completed and inaugurated, earning the prestigious 'Outstanding' award in the 25th Public Construction Gold Quality Award. In addition to the Fuxing Police Substation, highly anticipated community resources such as a free daycare center have been established, promising higher-quality services for residents of Lukang and Fuxing areas. This building will become a significant local landmark in Changhua County.

Fuxing Township Mayor Jiang Yan-Deng stated that this integrated administration building meets the community’s shared expectations by caring for both children and the elderly. He expressed deep appreciation to Magistrate Wang and her team for their dedication. With the establishment of this building, the daycare and day care centers will achieve maximum effectiveness. The day care center also includes four rooms that can accommodate temporary stays—when families travel or need short-term elder care, residents can make advance reservations to ensure their elders are safely cared for. This thoughtful and comprehensive planning is truly commendable, and he expressed heartfelt thanks to the county government team for their efforts.

The Social Affairs Department stated that it will continue to integrate central and local resources, improve public infrastructure and social welfare services, and continuously optimize care measures according to local needs. The goal is to provide county residents with more convenient and higher-quality public services, fully implementing the all-age care policy.
