Former president of the Changhua Bar Association, Chen Yu-hsuan, is suspected of falsely claiming in 2021 that he could assist the Tzu Chi Foundation in purchasing BNT vaccines, thereby defrauding over NT$1 billion. The Taichung District Prosecutors Office’s indictment notes that Chen wrote 'DPP 1 million' in his 'TC case' journal, sparking public speculation that 'DPP' refers to the Democratic Progressive Party.
In response, Fan Yun, secretary-general of the DPP caucus in the Legislative Yuan, stated on the 14th that experts had informed her 'DPP' actually stands for 'Digital Product Passport' in blockchain technology. She explained that terms like DPP 100, DPP 200, or DPP 300 could refer to blockchain identifiers or individuals, and emphasized that the DPP caucus upholds equality before the law, urging the judiciary to investigate swiftly and impartially, regardless of political affiliation.
In response, National Taiwan University’s Professor Liu Jing-yi posted on Facebook, raising three sharp criticisms. She noted that several academic colleagues, including a former chair of the Awakening Foundation, had jokingly asked her whether 'DPP' truly meant what Fan claimed. Liu remarked, 'You’re asking the wrong person.'
She added, 'If you want to know about the role of DPP (Digital Product Passport) in the EU’s recent sustainable energy and digital governance, I’d need at least one or two hours to roughly explain it—based on the EU Green Deal, the Digital Europe Programme framework, and the 2024-launched ESPR (Ecodesign for Sustainable Products Regulation).'
Liu pointed out that research on DPP exists in legal and social science circles. She cited a brief科普 (popular science) document from the Institute for Information Industry’s FIND Center, urging readers to use basic reading comprehension. 'Or go pray to the master of cognitive warfare for divine revelation,' she sarcastically suggested.
Liu emphasized that the EU’s digital governance framework only introduced DPP in 2024, while the 'DPP 1 million' notation predates it. She questioned why someone would link a 2021 financial record to a 2024 EU policy. 'Did she consult a North Korean legal scholar for enlightenment?' she mocked.
She stressed that the real question should be directed at the detained lawyer, Chen Yu-hsuan: Did he present this 'DPP as Digital Product Passport' explanation to prosecutors? Did they believe it? Or did they simply leave the three letters 'DPP' unresolved? If prosecutors don’t trust the suspect’s claim, will the court clarify it later?
She concluded that this has nothing to do with EU digital regulations. 'Are the lawyer, prosecutors, and their clients planning some business related to the EU market?'
