Chen Yuxuan, former chair of the Changhua Bar Association, is accused of defrauding Tzu Chi of approximately NT$1 billion by claiming to facilitate vaccine purchases. According to the Taichung District Prosecutors' Office indictment, Chen wrote 'DPP 1 million' in her notes on the 'TC case,' raising suspicions that DPP refers to the Democratic Progressive Party. DPP lawmaker Fan Yun countered that DPP could also stand for 'Digital Product Passport,' a blockchain-related term, urging judicial authorities to investigate promptly.

In response, media commentator Huang Yang-ming argued that the disclosure of 'DPP 1 million' was Chen's way of warning the DPP: 'Dare you prosecute me? I have your dirt.' On the program 'News Straight Talk,' Huang sarcastically noted that Fan Yun, once a scholar and activist who opposed authoritarianism and demanded full legislative reform in the 1990s, now makes such absurd claims as a ruling party legislator. 'Would the Fan Yun of the 1990s think today's Fan Yun is a bit ridiculous?' he asked.

Huang emphasized that without concrete financial trails or evidence, the 'DPP 1 million' note might end up like the 'Xiao Shen 15 million' case in the Jinghuacheng scandal—where bribery allegations were dismissed due to lack of proof linking the note to the case.

Nonetheless, Huang insists that for Chen, the public revelation of 'DPP 1 million' serves as a direct message to the DPP: 'You dare prosecute me? I hold your compromising information.'
