Taichung City Government continues promoting the legalization of specific factories, assisting local industries in progressing step by step from supervision and improvement to obtaining specific factory registration, ultimately achieving legal land and building use. The Economic Development Bureau announced that recently, the land use plans of Poda Precision Industry Co., Ltd. and Jilu Industrial Co., Ltd. in Wuri District received approval, becoming the 51st and 52nd cases of specific factory land use plans in Taichung. Both companies have long specialized in professional torque tools and medical device manufacturing, respectively, and plan to invest nearly NT$900 million combined, expected to drive revenue and employment growth, demonstrating strong confidence in continued investment in Taichung, and marking another significant step toward legal and sustainable operations for local manufacturers.
The Economic Development Bureau noted that Taichung has a solid manufacturing foundation. With rapid advancements in emerging applications such as AI, high-performance computing (HPC), advanced semiconductor processes, and smart manufacturing, there is growing demand for upgrades across upstream and downstream industries including machinery, metal products, precision processing, and components. The city government is not only actively attracting investment but also continuously supporting existing small and medium-sized manufacturers in improving production environments, upgrading equipment, and ensuring stable operations, allowing local industrial clusters to remain a vital force supporting Taichung’s manufacturing sector.
The bureau pointed out that Wuri District hosts a dense manufacturing cluster, currently comprising 892 supervised factories, primarily medium and small enterprises engaged in metal machinery, plastic products, automotive and transportation components, among others. With an established industrial base and a complete upstream-downstream supply chain, Wuri District offers favorable conditions for manufacturing development and is a key area where the city government actively guides specific factories toward improvement and land legalization.
Regarding Poda Precision Industry, whose land use plan was recently approved, the bureau explained that the company was founded in 2000 and focuses on R&D and manufacturing of professional torque tools. Its product range includes torque wrenches, torque screwdrivers, and torque multipliers, which have long supplied globally renowned tool brands and major distribution channels. In 2025, its revenue reached approximately NT$750 million, and it was honored with the 18th Taichung Golden Hand Award. The company consistently invests in R&D and precision manufacturing, establishing a TAF-accredited torque laboratory in 2013, enhancing product quality and measurement technology. Following land legalization, its revenue is projected to grow to about NT$860 million, creating 35 new jobs and further strengthening its long-term operational foundation in Taichung.
The other company, Jilu Industrial, established in 1992, specializes in the R&D and manufacturing of medical devices. Key products include electric mobility scooters, wheelchairs, walkers, and adjustable hospital beds, and it holds ISO 9001 and ISO 13485 certifications. In recent years, the company has actively developed age-friendly products. Its 'Smart Assist Stand-Up Toilet Seat' was selected this year as one of the 'Top 10 Age-Friendly Technologies, Products, and Services' at the 3rd Senior Health Industry Expo, integrating features such as motorized standing assistance, prolonged sitting alerts, and automatic flushing to help seniors maintain independent living at home—showcasing innovation in transitioning from medical devices to smart elderly assistive devices.
The Economic Development Bureau further stated that while Poda Precision Industry and Jilu Industrial operate in different sectors—from Golden Hand Award-winning torque tools to top-10 recognized smart assistive devices—both have long been committed to manufacturing excellence, continuously investing in R&D, quality management, and production improvements. The approval of these two land use plans marks not only a crucial milestone toward land legalization but also establishes a more stable foundation for future investments, capacity expansion, and product innovation, reflecting the resilience of Taichung’s local manufacturing sector as it transforms toward precision, specialization, and higher value-added activities.
The bureau emphasized that the legalization of specific factories is a gradual guidance process. After land use plan approval, businesses must still proceed with procedures such as land zoning changes and building management according to approved plans and relevant regulations. The city government will continue adhering to the principle of 'active guidance and law-based administration,' providing regulatory consultation and inter-agency coordination to assist more local enterprises in completing the legalization process step by step, enabling them to invest with confidence and develop steadily, thereby continuously injecting momentum into Taichung’s industries and local employment.
