With 100 days remaining until the nine-in-one elections, Yunlin County Magistrate candidate Chang Chia-chun stated today (20th) that she will carry forward the eight-year foundation established by current Magistrate Chang Li-shan and continue pushing forward 30 major projects still pending completion. Chang Chia-chun also introduced the 'Yunlin Art Museum Policy White Paper,' outlining a vision to locate the Yunlin Art Museum in Douliu and eventually connect it with the Yunlin Performing Arts Hall, Cultural Center, Yunlin River, National Yunlin University of Science and Technology, and surrounding public spaces—transforming the museum from a standalone venue into an integral part of Douliu’s urban life.
Chang Chia-chun held a press conference titled 'Hundred-Day Inheritance, Happiness Continues.' The event was attended by Yunlin County Magistrate Chang Li-shan, Speaker Huang Kai, Deputy Speaker Tsai Yung-te, and numerous county councilors and township mayors, showcasing strong institutional support. At the event, Chang Li-shan personally handed Chang Chia-chun a symbolic relay baton representing 'inheritance and succession,' expressing her hope that Chang Chia-chun, long committed to Yunlin’s development, will continue leading the county forward.
Chang Li-shan emphasized that major infrastructure projects often span multiple administrative terms—from planning and securing funding to construction—and county governance should not restart from zero every time leadership changes. She listed 30 critical ongoing initiatives, including the Jiujia-I Industrial Park, Douliu City Rail Elevated Project, County Art Museum, County Central Library, Puppetry Training Center, Beigang National Sports Center, and Douliu Silver Happiness Living Zone.
"The progress Yunlin has made over eight years must not be reset to zero. The next four years must build upon this existing foundation," Chang Chia-chun pledged immediately, vowing that if elected, she would fully assume responsibility to the people of Yunlin, continue these sound policies and projects, enable Yunlin to leapfrog ahead, and deliver a better life and future for its residents.
Chang Chia-chun stressed that a city’s development cannot be measured in mere four- or eight-year cycles. Good policies should be sustained, and vital projects must be completed. The achievements accumulated over the past eight years form the basis for Yunlin’s continued advancement. The next four years should not mark a fresh start, but rather ensure that ongoing efforts are properly inherited and unfinished projects brought to completion.
She affirmed her alignment with Chang Li-shan’s direction on the Yunlin Art Museum and pledged to continue advancing this key project. Furthermore, she introduced the 'Yunlin Art Museum Policy White Paper,' planning to site the museum in Douliu and eventually link it with the Performing Arts Hall, Cultural Center, Yunlin River, Yunlin Tech, and adjacent public spaces—ensuring the museum becomes more than just a building, but a living component of Douliu’s urban fabric.
Regarding museum planning, Chang Chia-chun proposed conducting an international architectural design competition to select the architect, aiming to create a highly distinctive landmark that represents Yunlin’s cultural identity. She also advocated introducing the concept of an 'Art Museum Park,' integrating public art, green spaces, waterfronts, and recreational areas. The facility will feature capabilities for international art exhibitions, local art preservation, children’s art education, youth creative programs, and digital exhibitions.
Chang Chia-chun emphasized that she will continue effective policies, complete essential infrastructure, and continuously propose new initiatives aligned with Yunlin’s future needs—ensuring development progresses seamlessly from one administration to the next, without interruption due to leadership transitions.
