Ke Wen-je's wife, Chen Pei-chi, spoke out again on Facebook today (20th) about her exchanges with the Taipei Branch of the Ministry of Justice's Enforcement Agency regarding seizure notices. Yesterday, Ke's lawyer, Cheng Shen-yuan, also shared the agency's press release on social media, pointing out that the policyholder of the insurance policy is Chen Pei-chi, while the insured is Ke Wen-je, meaning the Enforcement Agency has no right to seize Chen's policy. 'Do you not understand, or are you doing this intentionally? If you're going to seize assets, at least follow the law. Is that really so hard?' he questioned.

In response, the Taipei Branch of the Enforcement Agency issued a press release on the 18th, stating that the execution order to seize the insurance contract debt was issued on August 6. After administrative procedures, it was mailed on August 11 and 14, and delivered to the insurance company and the obligor on August 12 and 17, respectively. Therefore, it was impossible to issue a retaliatory execution order after the obligor's appeal on August 14. The family's claim of date tampering is purely speculative.

Why is Chen Pei-chi confronting the Enforcement Agency?

In her latest post, Chen re-examined the timeline. She pointed out that on Friday the 14th, she visited the Enforcement Agency to explain that due to their retirement taking effect at the end of 2022, NT$4.22 million in public insurance funds were credited to their account. Since officially retiring on February 1, 2023, their only income has come from retirement benefits, which should not be subject to seizure. Yet, no response has been received. However, the Enforcement Agency has since sent three more seizure notices.

Regarding the disputed seizure notice, she questioned why it took 11 days to arrive, compared to the usual 1-2 days, with the agency citing 'administrative procedures.' Multiple bank accounts had already been seized, and now another bank account is targeted. 'Can you guess—was this seizure order received on August 17 written on August 6, or resent out of anger after our appeal on August 14 about improper seizure?'

Can medical and major illness insurance be seized?

Chen also said she thanks her lawyer for reminding her that the policyholder is not Ke Wen-je, so the policy cannot be seized. She believes medical and major illness insurance should not be subject to seizure. Although the official documents state this, the Enforcement Agency seizes everything upon seeing 'Ke Wen-je,' leaving them exhausted from constant appeals with no results.

She criticized the Enforcement Agency, a specialized body for asset seizure, asking if they truly lack professional knowledge or if they lose control and distort the rules when they see 'Ke Wen-je.' With such people in the agency, she warned, citizens' rights are at serious risk. In closing, she urged public officials to set aside personal grudges and act impartially: 'Stop doing your boss's dirty work!'
