CSBC Corporation, Taiwan, and U.S. autonomous systems company Havoc announced a strategic partnership on September 10, Eastern Time, in Rhode Island, USA, to jointly advance the local production, maintenance, and technological collaboration of Autonomous Surface Vessels (ASVs) in Taiwan. The partnership combines CSBC’s shipbuilding, manufacturing, and lifecycle support capabilities with Havoc’s advanced Collaborative Autonomy technology, aiming to strengthen Taiwan’s domestic unmanned vessel industry.

CSBC stated that this collaboration leverages the strengths of both parties: Havoc will provide cutting-edge autonomous technology, while CSBC will contribute its established shipbuilding, production, and ongoing maintenance capabilities to support the local manufacturing and sustained operation of unmanned vessel platforms in Taiwan. Beyond establishing local production capacity for ASVs, the partnership aims to gradually involve domestic suppliers and build a sustainable industrial foundation.

CSBC Chairman Chen Cheng-Hung stated, "CSBC has long been committed to enhancing Taiwan’s indigenous shipbuilding and maritime defense capabilities. Through this partnership with Havoc, we aim to combine our shipbuilding, production, and full lifecycle support capabilities with Havoc’s advanced autonomous technology to strengthen Taiwan’s local supply chain and defense industrial base, laying a solid foundation for the long-term development of Taiwan’s autonomous unmanned systems."

Paul Lwin, Co-Founder and CEO of Havoc, said, "The U.S. Congress has included provisions for U.S.-Taiwan co-production of unmanned systems in the Fiscal Year 2026 National Defense Authorization Act. Havoc believes this partnership aligns with that policy direction. CSBC noted that the partnership also responds to Section 1266 of the U.S. FY2026 National Defense Authorization Act regarding U.S.-Taiwan co-production of unmanned systems, as well as Taiwan’s policy goals of defense self-reliance and domestic production of unmanned systems. Both parties aim to establish a scalable collaboration model by integrating Taiwan’s industrial foundation with U.S. autonomous technology, continuously enhancing the production and application capabilities of autonomous maritime systems.
