Background of the Law Amendment
On April 1, 2026, the amended Industrial Safety and Health Act was enacted. Under the newly established Article 62-2, it is now a voluntary obligation for employers to take measures such as improving work environments and management tailored to the characteristics of older workers. Statistics from the Ministry of Health, Labour and Welfare show that workers over 60 account for about 30% of occupational accident casualties, with an accident rate 2 to 4 times higher than that of younger workers.
