TIS Realizes Multimodal Public Transport Transit Navigation and Dispatch Reservation Utilizing GTFS

TIS Inc. (hereinafter: TIS), a TIS Intec Group company, announced the completion of a pilot project commissioned by the Ministry of Land, Infrastructure, Transport and Tourism. Running from April 2025 to March 2026, the project utilized GTFS-Flex and GTFS-Ondemand—the international standard for public transport operation data. The project implemented a multimodal transit navigation and real-time dispatch booking system that integrates fixed-route traffic and on-demand buses, with vehicle-based verification conducted in the Sosei East area of Sapporo.

### Background and Purpose In recent years, the shortage of drivers at bus operators has become a serious issue, leading to frequent service reductions and cancellations nationwide. While on-demand buses offer flexible operation, their adoption has been limited by fragmented reservation systems across different regions and operators. This pilot aimed to build a seamless transit and reservation system by utilizing GTFS to manage and distribute diverse transport services in a unified data format.

### Pilot Project Overview - Period: October 2025 – November 2025 - Location: Sosei East area, Sapporo City - Participants: 22 Sapporo citizens - Validation: Using Ekitan's "Ekitan Transit Guide" and Mirai Share's dispatch system "SAVS," the project validated optimized route proposals and real-time dispatch booking integrating scheduled buses and on-demand transport.

### Future Outlook The analysis and findings from this pilot have been published as a technical report by the Ministry of Land, Infrastructure, Transport and Tourism. TIS aims to leverage these results to further develop solutions that enhance the convenience and productivity of public transport.
