In 1993, he left the Doctoral Program, Graduate School of Education, University of Tsukuba after completing required credits. He served as Associate Professor at Chuo Gakuin University Faculty of Commerce, Associate Professor at the University of Tsukuba Faculty of Education, Visiting Researcher at Danish School of Education (now Aarhus University School of Education), Associate Professor at the University of Tsukuba Graduate School of Comprehensive Human Sciences, joined the Ministry of Education, Culture, Sports, Science and Technology in 2008, and has held his current position since 2013.
