The Toshima Mirai Bunka Foundation (President: Naoto Aiba) has established a new "MVV (Mission, Values, Vision)" outlining the foundation's purpose, guiding principles, and future aspirations.
This MVV was developed through a project led by young, frontline staff members.
Over approximately one year starting summer 2025, 11 young staff members selected from various departments conducted workshops and ongoing discussions, culminating in this new framework for the foundation's future.
Empowering young staff to envision the foundation's future
The project was launched with the goal of encouraging each staff member to re-examine the foundation's purpose and cultivate shared values for the future.
The team held seven main workshops, three supplementary sessions, and continued discussions after the workshops concluded, refining their ideas through dialogue with the President and department heads.
Through sustained dialogue across departments and positions, diverse perspectives on the foundation's history, commitment to cultural and artistic activities, and relationships with the community converged into a unified MVV.
MVV Development Process
STEP 1: Deepening mutual understanding and learning the foundation's history
Project members shared personal experiences and values through "Jibun-Gatari" (self-narratives) and deepened their organizational understanding through "Rekishi-Gatari" (historical narratives) reflecting on the foundation's journey. They also enhanced their understanding of MVVs by studying examples from other organizations.
STEP 2: Idea generation and discussion
Based on ideas contributed from various departments, the team extracted numerous keywords and aspirations such as "connecting people's hearts and creating vibrant communities" and "invigorating communities through culture." Active discussions were held both in person and online.
STEP 3: Incorporating perspectives across the foundation
The team collected diverse input through surveys and interviews with section-level staff, refining expressions while maintaining an organization-wide perspective.
STEP 4: Ongoing discussions leading to completion
After the workshops concluded, the team continued discussions without compromise, conducting repeated deliberations with the President and department heads, ultimately finalizing the MVV after about one year.

This newly established MVV serves as our guiding compass for continuing to walk alongside the community. Moving forward, we will continue working with all of you to build a "city of aspiration" through the power of culture.
Next Steps
The establishment of the MVV is not the end.
The foundation is actively promoting organizational-wide understanding through initiatives such as creating explanatory materials for staff and distributing video messages from the President. Going forward, each staff member will strive to embody the MVV, working toward becoming a foundation truly needed by the community.
