[Tokyo] Applications Open for Companies Establishing Paternity Leave Promotion Leaders in FY2026!

The Tokyo Metropolitan Government is recruiting "Companies Establishing Paternity Leave Promotion Leaders" as part of its initiative to increase paternity leave uptake among men in companies within the prefecture.

What is the Paternity Leave Promotion Leader Certification System?

The Tokyo Metropolitan Government supports the creation of workplace environments where men can take paternity leave as a matter of course, enabling both men and women to balance childcare and work. To this end, the "Companies Establishing Paternity Leave Promotion Leaders" certification system is implemented. Companies that designate male employees who have taken a total of 30 days or more of paternity leave as "Paternity Leave Promotion Leaders" and have them identify challenges, set goals, and conduct in-house training to promote paternity leave within the company will be certified as "Companies Establishing Paternity Leave Promotion Leaders."

* "Ikugyo" (育業) is used by the Tokyo Metropolitan Government as a nickname for childcare leave, aiming to foster a social climate that makes it easier to take childcare leave.

Main Eligibility Criteria for Certified Companies

Companies, etc. (including large corporations) that meet the following requirements are eligible: - Must have their head office located in Tokyo and conduct business within Tokyo.

- Must have 5 or more regularly employed workers. These 5 workers must have been continuously employed for 6 months or more from their hiring date and be insured under employment insurance. Of these, 2 must be male. - Must have one or more group companies, etc., conducting business within Tokyo. - Must have at least one male employee who has taken a total of 30 days or more of paternity leave for the same child in the last 5 fiscal years. - The paternity leave uptake rate for male employees in the fiscal year immediately preceding the start date of the certified business implementation must be 79% or less, among other criteria.
