ENFAC Co., Ltd. (Headquarters: Osaka City, Osaka Prefecture, Representative Director: Hideyuki Shimauchi) held a kick-off seminar on June 10, 2026, for the "FY2026 Amagasaki City Human Capital Management Practice Model Company Creation Project," commissioned by Amagasaki City.
On the day, company representatives, support organizations, and government officials from within the city participated. Focusing on the theme of "Organizational Design That Faces Employees and Fosters Autonomy," participants deepened their learning and dialogue on the practice of human capital management and organizational development. Currently, applications are being accepted for the first cohort of the "CCD (Corporate Communication Designer) Training Seminar," the practical program for this project.

Kick-off Seminar Report
On June 10, 2026, a kick-off seminar was held at ARKade, an open innovation hub in Amagasaki City. The event provided an opportunity to gauge the high level of interest in human capital management, with many questions and comments received from the venue.
In addition to keynote speeches, including "Human Resource Management from the Perspective of Management Issues" by Sayaka Yamashita, Associate Professor at Mukogawa Women's University, and "Human Capital Management Practice for a 'Beloved Company' That Grows from Employee Happiness ~BE THE LOVED COMPANY PROJECT~" by Shunki Tanaka from the Kinki Bureau of Economy, Trade and Industry,
Tsutomu Kataya from Tokuhatsu Sankyo Manufacturing Co., Ltd.
Hiromi Otsuki from WELLZ UNITED Co., Ltd.
presented case studies.
Furthermore, a talk session featured lively discussions on the relationship between management strategy and human resource strategy, and the ideal way to build an organization that suits each company. During the Q&A session of the talk session, practical questions poured in from participants.
Why Human Capital Management Now?
Amidst a declining birthrate, aging population, labor shortages, and diversification of work styles, "people" have become crucial management resources for companies.
On the other hand, many small and medium-sized enterprises face challenges such as:
Employees leave after being hired
Feeling a gap in values with younger employees
Wanting to review organizational development but not knowing how to proceed
This project views human capital management not merely as an initiative for introducing systems or disclosing information, but as a "practice of sincerely engaging with employees and building an organization that is unique to the company."
About the CCD Training Seminar
The CCD Training Seminar is a practical program lasting approximately 7 months, targeting companies in Amagasaki City.
Participating companies will:
Learn from case studies of leading companies
Engage in dialogue with other executives
Organize their own organizational challenges
Formulate and implement action plans
Through these activities, they will work on building an organization that is unique to their company.
This program aims to foster "Corporate Communication Designers (CCD)," who are practitioners driving organizational change while drawing out employees' initiative and autonomy.

Through our work supporting learning using video content, we have realized that many companies face challenges in "organizational development" rather than "human resource development."
In this project, we will create opportunities to consider "how to engage with employees" and "how to build an organization unique to each company" through dialogue and sharing of practices among companies, going beyond mere knowledge acquisition or system implementation.
