Japan Systems Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; Representative Executive Officer and President: Katsuya Matsuno; hereinafter 'the Company') has received an order from Setagaya City, Tokyo (Mayor: Nobuto Hosaka; hereinafter 'Setagaya City') for the 'Administrative Management Support Service FAST Financial Accounting' (hereinafter 'FAST Financial Accounting'), and has commenced system construction. The system is scheduled to go into full operation from January 2028. With this order, the adoption record of 'FAST Financial Accounting' within Tokyo's special wards becomes 14 local governments.

Background of the System Procurement
Setagaya City had been using a financial accounting system from the same vendor for over 20 years. However, due to repeated customizations, it became difficult to grasp the differences from the standard package functions, leading to issues such as reduced flexibility during future system updates. Therefore, from fiscal year 2024, the city has been working on reviewing business flows and scrutinizing customizations (functional requirements).
Furthermore, the city is promoting the 'β' model' across its entire internal network, and a shift towards operations centered on internet-connected systems is anticipated in the future. Against this backdrop, the city conducted the procurement of a new financial accounting system with the aims of ensuring cooperation with other systems and operational flexibility, enhancing system functions, improving operational efficiency, and reducing lifecycle costs.
Our Proposal and Evaluation Points
The Company proposed the utilization of the standard package of 'FAST Financial Accounting' to suppress customization and reduce costs, enable flexible future cooperation with external tools and functional enhancements, and optimize and streamline operations. Regarding the response to the 'β' model' promoted by Setagaya City, the Company will build a dedicated closed network for the ward, thereby balancing the convenience of an internet-connected system with the realization of robust security. This will support future system expansion and the realization of diverse working styles for staff members.
In the selection process, the Company's swift response during the proposal phase, the extensive track record of 'FAST Financial Accounting' within the special wards, support for reviewing regulations associated with switching from the long-used system, and a robust post-implementation operational support system were comprehensively evaluated, leading to the order.
