In January 2026, the Supreme Court ruled that condominium management associations may be held liable for water damage caused by defects in common areas.
In response to this ruling, the General Incorporated Association for Condominium Large-Scale Renovation Council (Representative Director: Jun Kimura) is holding free seminars nationwide in 15 locations to systematically explain practical responses. The Sapporo venue, which has already been held, was fully booked, indicating the high level of interest in property management sites.
Fully Booked Sapporo Venue, Urgent Voices from the Field
The Sapporo venue, held on April 18, 2026, received more applications than capacity, requiring an urgent increase in seating to accommodate the response.
Participants commented, "I was able to hear practical advice, not just general theory," and "The content was applicable to my own condominium," highlighting the seriousness of the issues at the site level.

Why is Action Required Now?
Currently, the total stock of condominium units nationwide has reached approximately 7.13 million units (according to the Ministry of Land, Infrastructure, Transport and Tourism), making it an important form of housing for over 10% of the population.
The recent Supreme Court ruling has brought the following risks to the forefront for condominium management associations:
High-value compensation liability due to water leakage accidents
Possibility of being judged as poorly managed due to insufficient inspections and repairs
Cases where insurance may not apply (when foreseeability is questioned)
On the other hand, due to soaring construction and equipment renewal costs, a structural problem of "lack of funds to carry out necessary repairs" is also becoming apparent, forcing many condominiums to make difficult decisions.
Practical Responses Explained in the Seminar
This seminar goes beyond simply summarizing the points of the ruling, focusing on countermeasures that can be immediately implemented in practice.
Specific actions management associations should take now
Perspectives for inspecting deterioration of water supply and drainage equipment
Criteria for avoiding unnecessary construction
How to create a repair plan within a limited budget
Practical methods for smoothly advancing consensus building
