In recent years, generative AI is evolving from a tool for text generation and business support into 'Personal AI'—an AI that understands individual context and intentions and supports actions in coordination with social systems. The 'Basic Plan for Artificial Intelligence' (※1), adopted by the Japanese Cabinet in December 2025, emphasizes the importance of establishing governance frameworks to support AI's societal implementation and advancing research, development, and institutional reforms through collaboration among industry, academia, and government, all aimed at realizing 'Trustworthy AI'.
In response to this context, the Japan Personal AI Forum (location: Minato City, Tokyo; Representative Directors: Kuniyoshi Mabuchi and Yukino Baba) has been established with the goal of promoting the construction of social infrastructure and rule-making necessary for the Personal AI era. Today, the organization held its founding press conference.
Approximately 30 experts and practitioners from industry, academia, and government have joined this forum. Specialists from diverse fields—including the University of Tokyo, Keio University, Carnegie Mellon University, NVIDIA Japan LLC, Mizuho Financial Group, Inc., and Hakuhodo DY Holdings Inc.—are collaborating to develop guidelines, conduct joint proof-of-concepts (PoCs), and issue policy recommendations, aiming to realize a trustworthy, Japan-originated Personal AI social infrastructure.

Background of the Establishment of Japan Personal AI Forum
As the government promotes AI's societal implementation and governance development, generative AI is significantly transforming the relationship between humans and AI. In the future, AI is expected to evolve beyond merely supporting text generation and business efficiency, becoming 'Personal AI' that understands individual schedules, preferences, learning histories, work, health, and administrative procedures, and supports actions aligned with personal intentions.
However, for Personal AI to be implemented in society, cross-cutting rule-making across institutional, ethical, and technical domains is essential—covering identity verification, data sovereignty, long-term memory management, scope of agency, safety, and responsibility boundaries.
The Japan Personal AI Forum has been established as a practical forum where industry, academia, and government collaborate to advance Japan-led rule-making and societal implementation in response to these challenges.
