Why is this membership system necessary now?

Recent increases in the defense budget have led to greater procurement of defense equipment, contributing to strong performance among defense-related companies. Furthermore, revisions to the 'Three Principles on Transfer of Defense Equipment and Technology' have promoted public-private efforts toward defense equipment transfers, creating favorable winds for industry players.

Under these circumstances, many companies are seeking to enter the manufacture or procurement of defense equipment or expand their existing defense-related transactions. However, these companies often face challenges such as complex procurement mechanisms at the Ministry of Defense, uncertainty about whom to consult, and difficulties in analyzing procurement announcements or contract records, which hinder the development of effective business strategies.

To address these challenges, the Defense Structure Improvement Foundation has launched the 'Defense-Related Enterprise Membership System (DFEII Membership)' starting in FY2026, targeted at companies trading with the Ministry of Defense and Self-Defense Forces. The objective is to provide beneficial information and support for defense procurement while conveying the voices of companies to the Ministry of Defense and Self-Defense Forces.

Eligibility for Membership

The membership is open to companies currently trading with the Ministry of Defense and Self-Defense Forces, those intending to do so, and their supplier companies.

Services Included in Membership

(1) Access to Procurement Information: Timely tracking of nationwide tender announcements. (2) Contract Performance Database: Search and analyze past contract data to formulate business strategies. (3) Consultation Window: Expert staff provide individual support on entry methods and contract procedures. (4) Business Matching: Find partners for subcontracting or outsourcing projects and access a supplier database. (5) Exhibition Participation: Free booth exhibition starting in FY2027, along with seminars and networking opportunities. (6) Service Discounts: Discounts on training, consulting, and auditing services provided by the Foundation. (7) Resource Library: Access to the latest professional documents and regulations on defense procurement and security policy. (8) Policy Recommendations: Consolidating member concerns and suggestions to advocate to the Ministry of Defense and industrial associations.

- Full Member: All services available. [Annual Fee: 60,000–200,000 JPY based on sales scale] - Supporting Member: Access to the dedicated website only. [Annual Fee: 20,000–40,000 JPY based on sales scale] - Support Member: Receipt of activity reports only. [Annual Fee: 10,000 JPY per unit for corporations, 5,000 JPY for individuals]

Annual Fee Discounts: Campaign discount (half off for FY2026/2027 if enrolled by Sep 2026), group discounts, and referral discounts are available.
