This agreement aims to establish a system to quickly provide warm and reassuring meals even in the event of prolonged evacuation due to large-scale disasters such as earthquakes and floods.

Chiyoda City is one of Japan's leading cities where political, administrative, and economic functions are concentrated, with a daytime population significantly larger than its nighttime population. In the event of a large-scale disaster, it is important to respond not only to residents but also to those who cannot return home and to build a broad support system.

Through this agreement, kitchen car operators registered on our platform 'KITCHENCAR’S JAPAN (KITCHENCARS JAPAN)' will be dispatched to evacuation centers and affected areas to provide meals.

This will also aim to support the mental well-being of disaster victims through the warmth of food.

In addition, we will strengthen our network with Chiyoda City by sharing information and conducting training with kitchen car operators in peacetime, enabling us to act quickly in the event of an actual disaster.

This agreement is our first with a municipal government in Tokyo.

Starting in October 2025, we have signed agreements with Funabashi City, Chiba Prefecture, Ichihara City, Chiba Prefecture, Nagoya City, Aichi Prefecture, and Tamura City, Fukushima Prefecture. In May 2026, we also signed agreements with Fukuoka City, Fukuoka Prefecture, and Kawaguchi City, Saitama Prefecture.

This agreement connects businesses and municipalities through 'KITCHENCAR’S JAPAN (KITCHENCARS JAPAN)', a portal site for kitchen cars with approximately 4,000 registered vehicles, the largest in Japan. In the event of a disaster, it enables the quick adjustment and dispatch of the appropriate number of kitchen cars and services based on the disaster situation and the scale of evacuation centers.

Kitchen cars are equipped with power sources and cooking equipment on the vehicle, allowing them to provide warm meals even in areas with unstable infrastructure.

The Trigger: Typhoon Damage in Chiba Prefecture in 2019

During the typhoon damage in Chiba Prefecture in 2019, which caused prolonged blackouts, prove LiFE LLC, along with our own and cooperative kitchen cars, provided meal support in the affected areas. While there were many requests for warm meals, it was also found that continuous support was difficult with self-initiated efforts by individual businesses. This experience reinforced our previous considerations for systematization and became a trigger to advance the establishment of a system to utilize kitchen cars operating in peacetime in emergencies.
