Fujitsu Limited has developed an 'Online Medical Certificate Linkage Service' that enables life and medical insurance benefit claims to be completed entirely online, as part of its 'Uvance for Finance' offering, which integrates real and digital experiences to deliver personalized financial services. The service will be adopted by Aflac Life Insurance Company (Note 1) (hereinafter 'Aflac Life') and the Public Interest Foundation Cancer Research Institute Hospital Aoto (Note 2) (hereinafter 'Cancer Institute Hospital Aoto'), with operations commencing at the end of August 2026. By connecting patients, insurers, and medical institutions, this service aims to improve claim processing convenience for policyholders and beneficiaries through Aflac Life, while reducing the administrative burden on medical staff at Cancer Institute Hospital Aoto involved in issuing medical certificates.

Background

Medical certificates issued by healthcare providers are often required for life and medical insurance benefit claims, and the process of creating these documents contributes to physicians' workload. Additionally, certificate delivery typically relies on in-person handover or postal mail, creating burdensome processes for both medical institutions and policyholders or beneficiaries. There is growing demand for a secure, simpler, and more reliable system to complete these procedures. To address these challenges, Fujitsu has developed the 'Online Medical Certificate Linkage Service' to enable end-to-end online processing of benefit claims. During development, Aflac Life and Cancer Institute Hospital Aoto conducted a proof-of-concept experiment from June 30, 2025, to November 30, 2025, verifying improvements in efficiency, including reduced turnaround time from certificate request to issuance.

Service Overview

The service enables end-to-end online processing, from insurance benefit claims to receipt of medical certificates. Leveraging Fujitsu's expertise in electronic medical records implementation and secure network environments, the service ensures safe and reliable operations. When a policyholder undergoes treatment or hospitalization, they can submit a benefit claim online. Upon receipt, the insurance company evaluates the need for a medical certificate based on the claim and policy details, and notifies the policyholder or beneficiary. If a certificate is required, the policyholder or beneficiary can request its creation online, eliminating the need to visit the medical institution's counter. Medical institutions can utilize the service's 'Medical Certificate Creation Assistance Tool' to generate certificates efficiently. This tool converts patient inpatient and outpatient data into structured information aligned with insurer-specified certificate fields, and integrates it into the hospital's existing certificate creation support system, streamlining data entry and reducing processing time. Once completed, the medical institution uploads the certificate to the service platform, where both the policyholder/beneficiary and insurer can securely access it online.

Aflac Life and Cancer Institute Hospital Aoto aim to enhance user convenience by eliminating patient visits and waiting times for claims processing, while improving efficiency in medical certificate issuance and reducing paper and mailing costs and efforts.

Future Plans

Fujitsu aims to introduce this service to approximately 20 life insurance companies and 400 medical institutions by the fiscal year ending 2031. Through this initiative, Fujitsu will leverage operational insights to advance the sophistication of certificate-linked workflows and build trustworthy systems, contributing to environments where healthcare professionals can focus on core medical duties and improving convenience for healthcare users. Furthermore, through 'Uvance for Finance,' which leverages data and AI to enhance financial operations, Fujitsu aims to deliver seamless financial experiences and advance toward a society that supports people's daily lives.
