Background for New Features
"Procurement Info" is a procurement information service that registers approximately 26 million bidding and contract records (Note 1) from about 9,000 public institutions nationwide, and is currently widely used by procurement staff in approximately 1,000 institutions (Note 2). Since its launch, the service has expanded its features to meet the needs of public institution procurement staff, such as "wanting to streamline information gathering," "wanting to reference specifications from other municipalities," and "wanting to understand appropriate prices." Among these, the most frequently received feedback has been the desire to "reduce the burden of creating specifications."
Against this backdrop, in October 2024, the company launched the "Specification Creation Support Feature" utilizing generative AI, marking a full-scale effort to improve efficiency in specification creation tasks. Then, in September 2025, the "Draft Specification Creation Feature" was launched, combining Ululu's vast bidding and contract information data collected over approximately 17 years with generative AI to present practical draft specifications.
Specification creation is a task that involves repeatedly adding and revising content based on an initial draft. In response to the growing need to efficiently complete the process from draft creation to finalization while maintaining consistency, this update was implemented.
In addition to specification creation, another common request has been "difficulty in finding necessary information." Searching for procurement information requires setting conditions that consider the characteristics of administrative documents and variations in notation specific to each institution, often making it time-consuming to find the desired information. Based on this, in addition to updating the draft specification creation feature, the "AI Search Assist Feature" has also been launched to provide AI-powered search assistance.

Details of New Features
1 "Draft Specification Creation Feature" (Major Update)
This update adds two modes: "Create Automatically" and "Create by Selecting Specifications."
In "Create Automatically," users input the desired specification content as text, and the AI automatically searches and references similar past examples to generate a draft. In "Create by Selecting Specifications," users can select up to five specifications they wish to reference to create a draft, allowing for flexible use depending on the nature of the project and the judgment of the staff member. Furthermore, it is possible to refine the generated draft through dialogue by simply instructing the AI in natural language, such as "Make this section more specific" or "Add the condition of XX," and the AI will modify and improve the content.
By refining specifications through dialogue with AI, the process evolves from the traditional "inputting and transcribing into a standard format" to a process of developing content collaboratively with AI. Completed drafts can be copied with a single click, allowing for smooth transfer to Word, Excel, and other applications. This update significantly reduces the man-hours required for specification creation, enabling efficient completion of approximately 90% of specifications for some projects.
2 "AI Search Assist Feature" (New Feature)
"Procurement Info" has provided a feature for flexible searching of desired information through detailed condition settings combining keywords and filters. The newly added AI Search Assist Feature interprets natural language input to propose optimal search conditions, accommodating ambiguous and complex needs such as "I want to find projects like XX" or "Are there similar past cases?" This creates an environment where a wider range of staff, from those unfamiliar with constructing search conditions to experienced users, can quickly find the information they need.
