(Headquarters: Toyama City, Toyama Prefecture; President and CEO: Shinichiro Okada; hereinafter "Toyama Airport") are pleased to announce that they have signed a comprehensive partnership agreement aimed at the sustainable development of local communities, enhancing the value of the airport, and creating new regional value.
Based on this agreement, we will jointly promote the advancement of airport operations, which were privatized in April 2026, the expansion of related and co-creating populations within Toyama Prefecture, and the resolution of management challenges for regional companies.

Background of the Partnership: Building a Sustainable System for Human Resource Circulation in Response to the Urgent Need for New Business Creation and Addressing Labor Shortages in Regions
The development of regional airports is inseparable from the revitalization of the region itself. As people gather in the region, industries grow, and exchanges occur, the number of airport users increases, routes become more comprehensive, and the value of the airport grows. However, in regional cities, including Toyama Prefecture, labor shortages due to the outflow of young people to other areas and a lack of personnel to promote new businesses are serious social issues. It is an urgent task for the sustainable development of airports and regions to create opportunities for challenges and growth within the region and to establish a system for human resource circulation.
Toyama Airport is the operating company of Toyama Airport, which was privatized in April 2026. Under the philosophy of "Airport Development from Regional Development," it promotes regional revitalization centered on the airport. It possesses a strong network with local governments, industries, and tourism operators deeply rooted in the region, as well as real infrastructure assets where people, goods, and information flow through the airport. Furthermore, with this privatization as an opportunity, the company aims to become a leading advanced airport operator by fully promoting data-driven operational advancement and airport DX, possessing strong will and intellectual resources.
Mirai Works, with its mission to "increase the number of people challenging for the future of Japan," is engaged in creating opportunities for professionals to thrive, fostering co-creation between urban and regional companies, providing recurrent education (practical reskilling), supporting open innovation, and undertaking regional revitalization projects. Specifically, it has a professional human resource database of over 97,500 individuals, a network of 130 regional financial institutions nationwide, experience working with governments and public offices across 31 prefectures and 103 municipalities under 4 ministries, and a startup network with approximately 1,000 domestic companies.
Through close mutual cooperation and collaboration utilizing the human and intellectual resources of both companies, the sustainable development of local communities, enhancement of airport value, and creation of new regional value can be realized.

To achieve regional revitalization centered on airports, a system to attract excellent human resources, knowledge, and networks from urban areas to the region is indispensable.
