Background of Selection - The Structural Challenge of Nurse Shortages Directly Impacting Healthcare Management in Tokyo

According to the "2023 Hospital Nursing Actual Condition Survey" (FY2022 results) published by the Japan Nursing Association, Tokyo has the highest turnover rate of regular employment nurses among prefectures at 15.5% (national average 11.8%). Against the backdrop of population concentration in the Tokyo metropolitan area and the high number of medical institutions, fierce competition for talent continues in Tokyo more than in other regions, and a vicious cycle of turnover and recruitment is directly impacting the management of medical institutions.

On the other hand, there are approximately 700,000 "latent nurses" nationwide who hold licenses but have left the field. Despite a certain number of these individuals residing in Tokyo, they are currently missing opportunities to contribute due to the high hurdles to re-employment.

Such structural labor shortages not only lead to the scaling back of medical services and a decline in the quality of care but also create a vicious cycle of overwork for remaining staff and further turnover, putting a strain on the management of medical institutions themselves.

However, the current recruitment market is polarized into two options: "job advertisements" with low cost-effectiveness, and "recruitment agencies" that incur high success fees with each hire. Medical institutions continue to bear significant costs without any fundamental solution.

Future Outlook - Focused Efforts on Tokyo's Latent Nurse Challenge

With this selection for the ASAC program, our company will prioritize the development of solutions focused on supporting the re-employment of latent nurses residing in Tokyo and matching them with medical institutions in the metropolitan area. We will maximize the utilization of ASAC's mentors and collaborations with major corporations, local governments, and financial institutions to deepen our specific approaches to Tokyo's unique recruitment challenges (high turnover rate, intensified recruitment competition, and lack of contact with latent talent) alongside expert mentors. MedX has previously received the following selections:

Selected for the "Dispatched Entrepreneurship Certification and Subsidy" by JISSUI, supported by the Ministry of Economy, Trade and Industry (2025)

Selected for Nankai Electric Railway Co., Ltd. "beyond the Border" (2023)

Through this selection, we will leverage the knowledge gained to scale the model demonstrated in Tokyo to medical institutions nationwide, creating a sustainable impact on the social issue of "solving medical personnel shortages."
