Launch of 'Housing Energy Efficiency Certificate' Issuance Service for Consumers Buying Secondary Condominiums

Overview Jutaku Anshin Kensa, a subsidiary of a housing warranty corporation designated by the Minister of Land, Infrastructure, Transport and Tourism, has expanded its 'Housing Energy Efficiency Certificate' issuance service to individual secondary condominium buyers, starting in May 2026.

Background Secondary homes are gaining popularity as cost-effective alternatives to new builds. With recent 2026 tax reforms significantly expanding mortgage tax credits for energy-efficient existing homes, the company has decided to offer this service directly to consumers to ensure they don't miss out on tax benefits due to lack of support from real estate agents.

Service Details Professional inspectors will conduct on-site evaluations and document reviews. Certificates are issued upon confirmation of compliance with energy-saving standards.

### Key Eligibility Requirements - Must be a condo unit built in or after 2014. - Registered area must be 40 sqm or more. - Must be an intermediate unit (corner, top, and bottom floor units are ineligible). - On-site inspection must be possible within 6 months of delivery. - Insulation performance grade must be 4 or higher if a construction housing performance evaluation report exists.

### Fees 110,000 JPY (including tax). Includes document acquisition, on-site inspection, and document review fees.

Future Outlook The company plans to start accepting applications for building condition surveys (inspections) as well.
