Region Design Lab Saitama (President: Takafumi Sonoda), a part of Resona Group, has formed the 'Kawajima Town Dual-Residency Initiative Consortium' with Kawajima Town (Mayor: Takashi Fujima), Persol Tempstaff Co., Ltd. (President: Kazunari Kimura), Persol Business Process Design Co., Ltd. (President: Kazuyuki Ichimura), and Rebase Inc. (President: Kai Sato). The consortium will conduct research and pilot programs for dual-residency initiatives in Kawajima Town. This initiative was selected for the Ministry of Land, Infrastructure, Transport and Tourism's 'Leading Dual-Residency Project Implementation Business (FY2025 Supplementary Budget).'

Background of Labo-Tama's Dual-Residency Initiatives This year (October 2026) marks Labo-Tama's 5th anniversary. Since its inception, it has promoted public-private municipal support projects centered on 'vacant houses,' a macro-level regional issue. It has also expanded its business domain into 'tourism' initiatives, leading to the consideration of dual-residency policies that contribute to both creating relationship-populations through tourism and utilizing vacant houses.

Why Kawajima Town for Dual-Residency? Kawajima Town is easily accessible from the city center, and its high mobility convenience utilizing the Ken-O Expressway makes it highly compatible with the dual-resident lifestyle of 'everyday life in the city, another base in the region.' This project serves as a starting point to create opportunities for the 'potential layer' who are interested but have not yet taken action.

Framework for Sustainable Relationship-Population This project focuses on 'work' and 'projects' with high sustainability, rather than just 'staying' or 'tourism.' Specifically, it aims to restructure regional challenges into 'jobs' that residents can participate in as side hustles or projects, while improving environments such as residences and coworking spaces to build a framework for the continuous birth of relationship-populations.
