Setagaya Ward, Tokyo (Mayor: Nobuto Hoshino, hereinafter "Setagaya Ward") and TOKYU Power Supply Co., Ltd. (Headquarters: Setagaya Ward, Tokyo; President and CEO: Kazuhide Mikashi, hereinafter "TOKYU Power Supply") signed a collaboration agreement on Thursday, July 16, 2026, aiming to further promote the effective utilization of renewable energy using home battery systems and enhance regional resilience during disasters.

In recent years, as efforts to achieve a carbon-neutral society intensify, the adoption of renewable energy sources such as solar power has expanded. At the same time, there is an increasing need to establish systems that can respond to fluctuations in renewable power generation caused by weather and time of day, ensuring that generated electricity is used efficiently without waste.

Additionally, amid the increasing frequency and severity of natural disasters such as earthquakes, typhoons, and heavy rainfall, it has become urgent to ensure that households can maintain a certain level of electricity during power outages and to strengthen the disaster resilience of the entire community.

Setagaya Ward supports RE100※1, an international initiative, and is promoting "Setagaya-style RE100"※2, a locally-led model aiming to expand renewable energy use across the ward in collaboration with residents and businesses. Since 51% of CO2 emissions in the ward originate from households, the ward is implementing initiatives through the UCHIKARA Project, which encourages small individual actions starting from "uchi" (home, self, inside), such as adopting renewable energy electricity plans, to promote carbon neutrality and lead cutting-edge urban development.

TOKYU Power Supply's home battery system "Terumaru Denchi," which is being widely promoted, charges with inexpensive electricity during peak renewable power generation hours (e.g., from solar panels) and discharges during high-demand, high-cost periods such as evenings. This reduces electricity bills for households while also promoting the effective use of renewable energy across society by shifting excess renewable power from peak supply to peak demand periods.

As the first initiative under this agreement, both parties will jointly promote information dissemination targeting detached homes within the ward, encouraging the adoption of TOKYU Power Supply's nearly 100% renewable electricity plans and the home battery "Terumaru Denchi" through the UCHIKARA Project. They will also collaborate on outreach and awareness campaigns to inform residents about various UCHIKARA Project initiatives aimed at achieving carbon neutrality.

Furthermore, they will analyze and evaluate data from households participating in the Terumaru Denchi Project, including electricity cost savings, renewable energy utilization achieved through battery charge/discharge control, contributions to electricity supply-demand balance, and residents' disaster preparedness awareness. The effectiveness of these efforts will be periodically communicated and applied to further advance decarbonization and household disaster resilience.
