Secual Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; Representative Director: Masakazu Kikuchi; hereinafter "Secual") and Hokutsu Co., Ltd. (Headquarters: Kanazawa, Ishikawa Prefecture; Representative Director: Nobuyuki Hayakawa; hereinafter "Hokutsu") have been advancing a joint project since February 2026 to enhance regional crime prevention and disaster resilience.

As the first phase of this project, a demonstration experiment was conducted in collaboration with the town of Eiheiji, Fukui Prefecture, at Kamishibi Junior High School. Existing streetlights were replaced with next-generation streetlights called "Secual Smart Pole" (hereinafter "Smart Pole") to strengthen crime prevention during students' commutes, verify stable operation under snowfall and freezing conditions, and enable remote monitoring of on-site conditions during emergencies.

1 Operational performance of the streetlight under snowfall conditions

Remote control via the Smart Pole management system successfully executed both lighting and turning off operations, confirming that nighttime visibility on roads and sidewalks was ensured.

This demonstrates applicability in regional disaster prevention and safety management, such as "monitoring snow accumulation and road conditions" and "on-site verification during disasters or accidents."

Phase 2 of the Project: Integration with the Comprehensive Disaster Information System

Hokutsu has long-standing expertise in core social infrastructure fields such as information and communication networks and comprehensive disaster information systems, providing system solutions as the integrated disaster information platform "X-sys (Kuroshisu)" to numerous local governments.

Building on the results of the demonstration experiment, Phase 2 of the project will integrate Hokutsu's comprehensive disaster information system with the Smart Pole system. This will enable viewing of the Smart Pole installed in front of Kamishibi Junior High School directly through the comprehensive disaster information system, with operations commencing in Eiheiji Town.

This integration allows the Smart Pole video feeds to be centrally managed alongside national, prefectural, and municipal surveillance cameras for roads and rivers within the comprehensive disaster information system, enabling broader safety management across wider areas—including monitoring rainfall and snow accumulation, road conditions, and wildlife activity.

Future Outlook

Going forward, by further strengthening the integration between Smart Pole and the comprehensive disaster information system, we aim to establish social infrastructure that monitors communities from daily operations to emergency situations, contributing to national resilience with various advanced functions.
