Four Seas Co., Ltd. (Headquarters: Okinawa City, Okinawa Prefecture, CEO: Kenichiro Toyosato) plans to open "ROCX (Rocks)," a new core hub building that fuses startup support with GX (Green Transformation), in Koza, Okinawa City, in October 2026. ROCX will be born in the Koza Startup Shopping Street (Ichiban-gai) as a base for supporting the challenges of next-generation entrepreneurs and local players while creating new industries and value circulation. Details will be released sequentially, starting with KOZA ROCKS 2026 (to be held on July 10th and 11th).

◼︎Background of ROCX Opening

Okinawa City's "Koza," which has developed under the influence of Kadena Air Base, is a city that has generated unique enthusiasm through the deep intersection of local and international cultures amidst diverse values.

On the other hand, complex regional issues have become apparent, including the aging of buildings and infrastructure over 50 years old, associated safety concerns, complicated ownership structures, a sparse daytime population, and challenges that cannot be solved by administrative-led revitalization measures alone.

These issues are not unique to Koza but are structural challenges that many regional cities may face in the future. Recognizing that "Koza's present is Japan's tomorrow," Four Seas Co., Ltd. aims to create a model case for future regional regeneration by fostering new encounters and co-creation in this area and establishing a mechanism for value circulation.

◼︎The Vision Behind ROCX

The facility name "ROCX" carries the intention of inheriting the passion of Koza's startup conference "KOZAROCKS," which will be held for the sixth time, while layering the philosophy and transformative nature of GX, and further evolving the spirit of "rock," which is also a part of Koza's culture, into the next era.

ROCX aims to be a "hub responsible for supporting entrepreneurship, co-creation, and GX implementation, serving as an ignition point that generates the passion of challengers and disseminates it to the city."

◼︎Comment from Kenichiro Toyosato, CEO of Four Seas Co., Ltd.

ROCX is a base for creating the next challenges from Koza. We want to connect the passion and diversity this city possesses to future industries and value circulation. In Okinawa's future, the creation of new industries and economic growth are indispensable. However, protecting "natural capital" is even more important. Rebuilding old buildings into spaces that connect to the next era is not just about fixing structures; it's about connecting the culture and potential accumulated in this city to the next generation. We believe that continuing to change the form of businesses and industries without fear, in response to the demands of the times such as the AI era and sustainability, is also a challenge we must undertake. We hope you will get a glimpse of the world ROCX aims for through its preview at KOZAROCKS.

◼︎Facility Overview

ROCX will function as a complex hub that integrally promotes startup support, regional co-creation, and GX implementation, with the following functions on each floor:

1F | Sustainable Store In addition to exhibiting and selling sustainable products that embody the circular economy, a monitor visualizing the building's energy consumption is planned.

2F | Training & Conference Equipped with medium and large conference rooms, this floor will provide a space for diverse individuals to gather, learn, discuss, and co-create.

3F & 4F | Shared Office & Upcycle Lab Alongside a shared office with private offices of various sizes (S to L), an upcycle lab for creating products from waste materials will be co-located. This will support the growth of startups and small businesses, fostering business creation and implementation.

We are renovating with the local community!

◼︎From Koza to the Next Growth for Japan and Asia

Currently, startups and entrepreneurs from all over Japan and overseas gather in Koza, and new businesses and ideas are born daily. ROCX will accelerate these movements further and serve as a core hub for transforming regional potential into industries, supporting the next growth for Japan and Asia.

◼︎First Glimpse of the 1st Floor at KOZAROCKS 2026

While ROCX is scheduled to open in October 2026, in advance of this, the first floor will be unveiled as an exhibition space at "KOZAROCKS 2026," to be held in the Koza Startup Shopping Street area from July 10th (Fri) to 11th (Sat), 2026.

On the day, we will communicate the vision and role that ROCX aims for as a pre-unveiling event where you can feel the connections with startup companies and the region that have ties to Okinawa. We will convey the concept and worldview of ROCX as a pre-unveiling event to experience its concept and worldview ahead of the full operation of the entire facility.

*Details on the exhibition content and implementation methods will be announced later. During "KOZAROCKS," a "ROCX Sneak Peek Tour" will also be held to experience the future of a "circular shopping street" within a building over 50 years old that holds Koza's history (July 10th 14:40~, July 11th 16:10~). Please witness the forefront of the challenge to create the next 100 years for the city, which can only be felt at a construction site.
