(President and CEO: Takahiro Yamada, hereinafter 'Abeam Consulting'), announce that their proposal for the technical development project titled 'Strengthening Disaster Resilience through Integrated Insurance and Satellite Solutions' has been selected under the Space Strategy Fund program by the Japan Aerospace Exploration Agency (hereinafter 'JAXA').

1. Overview of the Space Strategy Fund Program

The Space Strategy Fund※1 program utilizes a fund established at JAXA—the core organization driving Japan’s space development and a nexus between industry, academia, and government—to support private companies and universities in conducting bold, multi-year research and development initiatives. Based on the 'Space Technology Strategy' and under the leadership of the Cabinet Office, four government ministries (Cabinet Office, Ministry of Internal Affairs and Communications, Ministry of Education, Culture, Sports, Science and Technology, and Ministry of Economy, Trade and Industry) have jointly formulated the basic policies governing the program’s structure and implementation guidelines defining specific technical development themes. Under this framework, support is provided to private enterprises, startups, universities, and national research and development institutions for advanced technology development, technical verification, and commercialization.

This theme focuses on concentrated support for the development and demonstration of satellite data utilization systems aimed at social implementation, along with the establishment of an environment conducive to satellite data use. Additionally, support is provided for system development and demonstration projects targeting global expansion. By addressing the aforementioned challenges and actively promoting government procurement and private investment through relevant ministries, the program aims to expand the space solutions market.

3. About the Technical Development Topic: 'Strengthening Disaster Resilience through Integrated Insurance and Satellite Solutions'

With disasters becoming more severe and frequent, there is growing demand for enhanced resilience in public and private infrastructure and structures, including risk assessment, pre-disaster prevention, and rapid recovery. However, continuously monitoring risk information across vast infrastructure networks is challenging due to cost and manpower constraints, and the effectiveness of risk reduction measures is often difficult to visualize. By combining Tokio Marine Resilience’s expertise in disaster prevention and mitigation services, Nihon Koei’s consulting knowledge in infrastructure, and Abeam Consulting’s end-to-end consulting capabilities—from data integration and analysis to commercialization and social implementation—the consortium aims to develop satellite solutions and accelerate the implementation of satellite data utilization systems to address these challenges.

Specifically, by offering GEOINT (Geospatial Intelligence) solutions based on satellite data alongside insurance services, the project will provide consistent support from normal operations to emergency response, covering risk assessment and prevention, rapid damage assessment after disasters, and recovery support. This integrated model is expected to expand and sustain satellite data usage, even among user groups previously deterred by the high implementation costs of satellite solutions.

4. Future Outlook

Tokio Marine Resilience, Nihon Koei, and Abeam Consulting will advance the 'Strengthening Disaster Resilience through Integrated Insurance and Satellite Solutions' initiative, aiming to realize pre-disaster prevention, enhanced initial response during disasters, and rapid recovery of infrastructure and structures both domestically and internationally.

Moving forward, the consortium will continue promoting the social implementation of this model and the widespread adoption of satellite data utilization systems through technological development and demonstrations in Japan and abroad.
