How should companies anticipate and design for "emergencies" that go beyond disaster response?

The webinar series "Peeking into the Next-Door Legal Department" realistically explores the legal practices of various companies. For the 6th installment, we will welcome Mr. Akihiro Yosuke, Senior Staff Officer at The Ryukyu Bank, Ltd.

Mr. Yosuke led the development of emergency response regulations based on Okinawa's unique geopolitical risks. In recognition of these efforts, he received the In-house Award (Financial Institution Category) from the Japan In-house Lawyers Association (JILA) in February 2026, the first domestic bank to do so.

The "Emergency Response Guidelines" jointly developed by The Ryukyu Bank and three other regional financial institutions in Okinawa, with the bank taking the lead, were subsequently published by the Okinawa Economic Society as a model regulation for general companies, excluding elements specific to financial institutions.

Regulatory development that extends beyond natural disasters to include events such as armed attacks or situations requiring national protection measures is an area that has not been sufficiently discussed by many companies to date.

Why did a financial institution delve into this theme? Under what philosophy was the model regulation designed, and through what kind of discussions with which internal departments was it created? And where should general companies begin if they wish to undertake similar considerations?

The moderator will be Mr. Tsuyoshi Morinaka, a lawyer at Authense Law Firm, who, leveraging his background as a former judge, is deeply involved in corporate governance and compliance practices.

Akihiro Yosuke, Senior Staff Officer, The Ryukyu Bank, Ltd.

Registered as a lawyer in 2016 and joined The Ryukyu Bank in the same year. After working in the legal department, he has been in the General Planning Department since 2021.

He is in charge of crisis management and has been involved in building business continuity systems during the COVID-19 pandemic, natural disasters (typhoons), and J-Alert activations. He also participates in corporate planning tasks such as developing governance systems and in projects for the joint development of back-office operations among regional financial institutions in Okinawa, where he is responsible for system design and operational construction. Based on his legal expertise, he is working to enhance corporate planning operations in regional financial institutions.

After retiring as a judge, he registered as a lawyer in Fukuoka Prefecture. Joined Authense Law Firm in 2020.
