BSN i-Net Launches Pilot Program for Conversational AI Agent in 'Yubinavi Plus' to Assist with Local Government Application Forms
BSN i-Net (Headquarters: Niigata City, Niigata Prefecture; President and Representative Director: Shunsuke Nagumo) has initiated a pilot program for a conversational AI agent feature within its paperless counter service, 'Yubinavi Plus', to automate the creation of application forms through dialogue with residents.
With the cooperation of three municipalities—Hachinohe City (Aomori), Aizuwakamatsu City (Fukushima), and Yahiko Village (Niigata)—the company will verify the effectiveness of this technology in reducing administrative workload and improving the citizen experience at service counters.
Background and Objectives
Local governments nationwide are facing serious challenges such as labor shortages and increasing workloads for staff at service counters. In particular, rural municipalities are required to respond to diverse resident needs with limited personnel amidst population decline due to low birthrates and aging.
In response, the company has been providing 'Yubinavi Plus', a SaaS designed to support the digitalization of counter operations. Through this pilot program, the company aims to further streamline and save labor in counter operations by integrating a conversational AI agent feature that automates response to inquiries and supports the completion of application forms.
Features of the Pilot Program
① Automating application form creation through conversational AI agents By interacting with an AI agent at the service counter, residents are guided through necessary application procedures, with the AI automatically completing and generating entry fields. This aims to reduce the man-hours required for interviews and data entry by counter staff.
② Ensuring security through the use of Government Cloud To address security risks associated with linking resident information directly to AI, the pilot will use generative AI hosted on the Government Cloud (using AWS and OCI) and local LLMs (Large Language Models) to ensure data safety. The Government Cloud is a highly secure platform developed by the government, expected to provide appropriate protection even when handling personal data. This initiative marks the first pilot program of its kind for a counter DX SaaS using generative AI on the Government Cloud*.
