CBcloud Inc. (Headquarters: Chiyoda-ku, Tokyo; CEO: Ryuichi Matsumoto; hereinafter referred to as "CBcloud"), which aims to create new value in the transportation industry through IT, has mandated that individual drivers (partners) registered on Japan's largest delivery platform "PickGo" must enter their alcohol check implementation records starting July 8, 2026, at 0:00 AM. A system has been established whereby drivers cannot perform any work (operate) on the driver app if they do not enter their alcohol check records. This initiative is the first of its kind in the logistics and delivery crowdsourcing industry*.
*Self-researched (as of July 2026; targeting major logistics and delivery crowdsourcing services in Japan)
Background for Mandating Alcohol Checks
In recent years, with the increase in the number of delivered parcels, the demand for transportation by light vehicles has rapidly expanded.
On the other hand, according to the Ministry of Land, Infrastructure, Transport and Tourism, the number of fatal and serious accidents involving commercial light trucks has doubled between 2016 and 2023. The number of accidents per 10,000 vehicles also increased by approximately 40%.
In response to this situation, the Ministry of Land, Infrastructure, Transport and Tourism has been strengthening safety measures for light cargo transport business operators since April 2025.
CBcloud introduced a feature on its "PickGo" delivery platform on March 23, 2026, to confirm the results of alcohol checks for light cargo drivers, and has been encouraging the registration of alcohol testing devices and the input of breathalyzer readings to improve partner safety awareness and ensure delivery quality.
Now, to further strengthen safety measures, we have moved to a "complete mandate (operation restriction when not implemented)" for the input of alcohol check implementation records. For a delivery platform primarily composed of freelancers (sole proprietors), implementing strict operational restrictions through the system is a pioneering challenge that will raise the safety standards of the entire industry.
General Flow of Alcohol Checks
Check at Start of Shift: Drivers perform a breathalyzer test at the start of each workday.
Input and Save on App: Register a photo of the breathalyzer showing the reading and input the numerical value.
System Check and Operational Restriction: If alcohol is detected, operations are immediately suspended, and entries are restricted.
Effects and Value Provided
With the full implementation of this system, we anticipate the following value and effects for shippers, partners (drivers), and society as a whole:
For Shippers: "Visualization of Operational Quality" "Guarantee of a Safe Delivery Environment"
The system visualizes the status of drivers operating after performing alcohol checks and meeting the standards. As a platform, we strongly support drivers' compliance with laws and regulations through our system, contributing to the creation of an environment where shippers can entrust their valuable cargo with greater safety and security.
For Delivery Partners: "Support for Appropriate Operational Management" "Fair and Healthy Working Environment"
Input data is stored for one year. The platform side handles the "appropriate recording and storage" required by the revised Road Transportation Vehicle Act, etc., through the system, reducing the administrative burden on partners who are sole proprietors. We are building a mechanism for a "healthy virtuous cycle" where drivers who comply with laws and regulations and work safely can earn appropriate compensation.
For Society: "Reduction in Traffic Accidents" "Maintenance and Development of Essential Social Infrastructure"
By preventing operations before they start through the system, the risk of drunk driving is minimized, directly contributing to the reduction of tragic traffic accidents. This leads to the maintenance and development of delivery infrastructure essential for daily life into the future as a cleaner and more sustainable system.
Comment from Ryuichi Matsumoto, CEO of CBcloud Inc.
"While aiming to resolve the multi-layered subcontracting structure in logistics and enhance the value of drivers, the delivery platform we provide must be 'safe and secure' above all else as social infrastructure. I am convinced that by not only relying on the autonomy of individual drivers but also by establishing a system as a platformer to prevent risks proactively, we will ultimately protect drivers and earn the trust of shippers and society. We will continue to lead a sustainable and clean logistics environment by leveraging technology."
About "PickGo"
"PickGo" is one of Japan's largest delivery platforms that directly connects shippers with delivery partners. "PickGo" has approximately 70,000 light cargo drivers, 40,000 two-wheel delivery personnel, and approximately 3,400 general cargo companies (※1) registered as delivery partners, enabling easy vehicle arrangements via the web 24 hours a day, 365 days a year, anywhere in Japan. It achieves a delivery success rate of an average of 96.5% (※2), with requests to contract completion in as little as 1 minute. While stably responding to the diversifying delivery needs of shippers, we build a sustainable delivery platform where both parties achieve a win-win by increasing the added value and productivity of transportation companies and drivers and paying appropriate compensation.
