Cosmo Oil Marketing Co., Ltd. (President: Naoki Takayama), a group company of Cosmo Energy Holdings Co., Ltd. (President: Shigeru Yamada), announced that it has been selected for the Tokyo Metropolitan Government's FY2026 "Domestic SAF Utilization Promotion Project" for the supply of Japan's first large-scale produced domestic Sustainable Aviation Fuel (SAF) at Haneda Airport.
This project was launched by the Tokyo Metropolitan Government in FY2025—the first of its kind in Japan—to subsidize the price difference between domestic and imported SAF. Its goals include not only the decarbonization of aviation fuel but also enhancing Tokyo's international competitiveness and contributing to stable SAF supply and market development. Cosmo Oil Marketing has been selected as a project operator for the second consecutive year following FY2025.
Through this initiative, it is expected that the use of domestic SAF by airlines operating at Haneda Airport will be further expanded.
The SAF targeted by this project stems from a supply chain model construction project using domestic waste cooking oil, which was selected for a grant by NEDO (New Energy and Industrial Technology Development Organization) in 2021. It represents the first domestic SAF to be produced on a large scale in Japan and has obtained international certifications for sustainable products, including "ISCC CORSIA" and "ISCC EU."
The fuel is manufactured by SAFFAIRE SKY ENERGY LLC (Representative: Takeshi Takada), established by Cosmo Oil Co., Ltd. (President: Katsushi Nishi), JGC Holdings Corporation (Chairman and CEO: Masayuki Sato), and Revo International Inc. (CEO: Tetsuya Koshikawa). Since FY2025, it has been supplied via the Cosmo Energy Group to airlines operating at Haneda Airport.
Striving for "Net Zero Carbon by 2050," the Cosmo Energy Group has been developing a supply chain to provide Japan's first domestic SAF. The group also promotes social awareness by conducting ongoing pilot programs for collecting waste cooking oil from citizens at service stations for recycling into SAF feedstock. Moving forward, the group remains committed to decarbonization and a circular economy, aiming to solve social issues while ensuring sustainable corporate growth and contributing to a sustainable society through the promotion of SAF in aviation transport.
