Chitose Koyu-kai Social Welfare Corporation (Headquarters: Chiyoda-ku, Tokyo; Chairman: Satoshi Yamaguchi) commenced the operation of the national "Childcare for All" system in five nurseries in Shibuya Ward, Tokyo, starting April 2026. The participating nurseries are Sangubashi Chitose Nursery, Shibuya Higashi Chitose Nursery, Tomigaya Chitose Nursery, Harunoogawa Chitose Nursery, and Hiroo Chitose Nursery. This system provides an environment where all local parenting households, irrespective of employment status, can utilize the facilities, participate in activities with enrolled children, and access parenting consultations and exchange opportunities. This expands on previous community childcare support efforts, reinforcing the role of nurseries as a "community home" where children and parents can connect securely. The implementation addresses challenges such as increased parental isolation due to nuclear families and weakened community ties in urban areas, as well as diversified childcare support needs and anxieties regarding early childhood development. Chitose Koyu-kai operates various child and parenting support services, including authorized nurseries, certified childcare centers, and developmental support facilities, across regions such as Okayama, Tokyo, Kanagawa, Chiba, Saitama, Aichi, Osaka, and Fukuoka. The corporation was established in August 1970.
