The Kawasaki Coastal Area has been selected as a promising region for "GX Strategic Regions"!

On April 24, 2026 (Friday), the Kawasaki Coastal Area of Kawasaki City was selected as a "Promising Region for GX Strategic Regions" by the Ministry of Economy, Trade and Industry.

This is a national system that supports the social implementation of new technologies related to GX (Green Transformation) by assisting with the development of industrial land, and the establishment of bases equipped with industrial infrastructure such as electricity and drainage.

Kawasaki City, since the establishment and launch of applications for the system in December 2025, has proceeded with adjustments with JFE Holdings, Inc. (Chiyoda-ku, Tokyo. Hereinafter "JFEHD"), and the Kawasaki Coastal Area GX Strategy Promotion Consortium (*), to promote large-scale land use conversion in conjunction with national important policies and systems, submitted an application, and was evaluated favorably.

The six selected promising regions, including Kawasaki City, will now work on refining their business plans to enhance the economic viability and feasibility of their initiatives, and after undergoing the national final review, regions whose business plans have matured sufficiently are expected to receive certification as GX Strategic Regions around summer.

Kawasaki City will continue to promote initiatives in cooperation with JFEHD and others, aiming for the Kawasaki Coastal Area to be certified as a GX Strategic Region.

*A consortium formed by private businesses, aiming to create new GX industries, with the objective of obtaining certification for the GX Strategic Region system and utilizing the system, composed of companies aiming to create new GX industries, financial institutions responsible for fundraising, and businesses capable of coordinating overall industrial base operations.

1. Outline of the Application (1) Applicants Kawasaki City, JFEHD, Kawasaki Coastal Area GX Strategy Promotion Consortium (Joint Application)

(2) Main Application Contents Regarding the overall concept for creating next-generation GX industries from the Kawasaki Coastal Area, centered on efforts to form industrial bases in the Minami-Watada and Ogishima districts.

Regarding individual projects for the social implementation of new GX technologies by the constituent companies of the Kawasaki Coastal Area GX Strategy Promotion Consortium.

Regarding requests for deregulation and institutional reform to realize the above overall concept and individual projects.

2. Kawasaki City's Initiatives towards GX Strategic Region Certification (1) Future Initiatives Kawasaki City will continue to collaborate with JFEHD and the Kawasaki Coastal Area GX Strategy Promotion Consortium to refine the business plan and other initiatives as required by the national government, in order to obtain certification as a GX Strategic Region.

(2) Schedule Certification as a GX Strategic Region is scheduled for around summer 2026.

(Reference) About GX Strategic Regions (1) System Overview A system that aims to create "new industrial clusters" at the initiative of local governments and companies, centered on industrial resources such as former industrial complex sites and regionally concentrated decarbonized power sources.

It is categorized into three types for regional selection: "① Industrial Complex Regeneration Type," "② Data Center Aggregation Type," and "③ Decarbonized Power Source Utilization Type," and one type for business operator selection: "④ Decarbonized Power Source Regional Utilization Type." Assuming significant commitment and participation in the plan by local governments and companies, the national government supports the formation of industrial clusters through integrated measures of support and regulatory/institutional reform.

Among the above four types, Kawasaki City aims to utilize the "Industrial Complex Regeneration Type," which has high affinity in terms of support targets and content.

(2) Application Period From December 23, 2025, to February 13, 2026.

(3) Support Targets for "Industrial Complex Regeneration Type" The following initiatives are eligible for support to realize the commercialization of new GX technologies:

- Initiatives to develop and operate bases that support the nurturing and scaling up (*) of venture companies and others. - Initiatives to develop and provide shared facilities necessary for new technology development, prototype mass production, etc., for companies located at the base. - Initiatives to develop industrial infrastructure such as electricity, water, and gas, and supply them to companies located at the base. - Initiatives for land conversion, such as the removal of unnecessary equipment for land development for the above initiatives.

*Refers to the stage of business expansion, such as shifting from the research phase to the prototype/mass production phase in the development of new products.

(4) Main Support Contents for "Industrial Complex Regeneration Type" Support for conversion of existing facilities, other infrastructure development support, land conversion support (equipment removal, etc.), investment promotion in cooperation with JETRO, financial support by the GX Promotion Organization, regulatory and institutional reform (in cooperation with National Strategic Special Zones).
