According to Xinhua News Agency, the document, titled "Several Measures on Strengthening the Education, Management, and Supervision of Senior Military Officers," summarizes the practical experience and institutional achievements of "strictly governing the Party and the military" in the new era (Xi Jinping's era). The measures are divided into seven aspects and 26 articles, focusing on strict discipline, leadership accountability, and the strengthening of collective leadership. Before the release of these measures, the CPC Central Committee held its first training class for senior military officers in April, where Xi Jinping emphasized that officers must "understand the law and discipline" and that "everyone is equal before the law and regulations, with no exceptions."
