Regarding the growth allowance for children aged 0-18, Executive Yuan Minister Chen Shih-chung stated that the special account for children's growth is not a 'child version of TISA' (Taiwan Individual Savings Account). It will follow the operational guidelines of existing childcare subsidies to maintain flexibility. The Presidential Office held a high-level national security meeting this morning to unveil the 'New Strategy for Taiwan's Population Policy—Family Support.' For the growth allowance, each person aged 0-18 will receive 5,000 New Taiwan Dollars per month. For those aged 0-6, the full amount is paid directly, while for those aged 6-18, the state will 'pre-allocate' half for investment, with the government bearing the risk and guaranteeing a fixed deposit interest rate. Chen explained that the Ministry of Health and Welfare will be the competent authority. Executive Yuan spokesperson Li Hui-chih noted that this is an administrative benefit, and legal standards will be relatively flexible. Regarding adopted children, as long as they have household registration, they are eligible. In cases of death before 18, the policy is still under discussion. Regarding potential abuse by parents abroad, the government intends to handle it leniently but is balancing legal and emotional considerations. Chen emphasized that the Executive Yuan's 18-point strategy is more comprehensive than the special bills currently being discussed in the Legislative Yuan.
