Mayor Chiang Wan-an stated that the monument serves to pass on baseball history to the next generation and symbolizes the spirit of remembering one's roots. Chou had petitioned for the monument during his retirement ceremony, and Mayor Chiang accepted the idea. The monument recreates the stadium's iconic palace-style gate and the classic scene of fans climbing light towers to watch games. Chou expressed hope that the monument will preserve the memories of fans' youth.
