Tsao pointed out that while the central government has set rules for registration and insurance, local governments are responsible for enforcement. He urged the police and fire departments to step up inspections, noting that electric vehicles parked in apartment basements pose risks to communities and place immense pressure on firefighters. In response, Chen Chang-mao, Director of the Construction Department, stated that the central government has already provided guidelines for charging equipment in residential buildings, and the county has established relevant protocols. Lin Meng-hung, Director of the Transportation Department, explained that the Changhua Motor Vehicles Office handles enforcement for illegal electric bicycles, though the liability for modification shops remains to be clarified.
