The policy emphasizes the 'de-commodification' of housing and utilizes Transit-Oriented Development (TOD) for site selection. Eligibility criteria include being aged 25 to 45, having minor children, residing in Taoyuan for at least one year, and not owning property. Prices are based on household affordability rather than market rates, and resale restrictions ensure the properties are used for owner-occupancy. The city has also launched an 'Affordable Housing Website' to facilitate online property viewing and transactions.
