She argued that simply increasing penalties is not enough. Citing Germany's 'driver's license suitability assessment system,' she proposed that authorities should automatically revoke licenses upon detecting drug use, requiring rehabilitation and risk assessment before re-issuance to prevent tragedies before they occur.
