The Executive Yuan is conducting 'Urban Resilience Exercises' from April to August 2026 to strengthen local government response capabilities to complex disasters and emergencies. The exercises aim to enhance four pillars of resilience: national defense, public livelihood, disaster prevention, and democracy. Exercises have already been completed in Changhua, Miaoli, Hsinchu, and Chiayi counties, with 11 more cities and counties scheduled to participate. The drills consist of 'scenario-based, scriptless' wargaming and practical field exercises, involving private organizations and volunteer groups to verify public-private coordination.
