Ministry of Labor: Zero-fee policy for migrant workers limited to manufacturing and fishery; domestic caregivers excluded

The Ministry of Labor (MOL) responded to concerns from civic groups regarding the 'zero-fee' policy for migrant workers, stating that the agreement only covers the manufacturing and fishery sectors. A three-year adjustment period is provided. Domestic employers and caregivers are not included in the scope. The Taiwan Association for the International Care of Disabled Families had proposed opposition to the policy, fearing it would burden small businesses and vulnerable families. The MOL clarified that the policy does not harm domestic employers and that they will continue to communicate with stakeholders to mitigate costs.
