A 57-year-old man surnamed Chang, residing in Taitung, was fined NT$420,000 after being caught driving without a license and refusing alcohol tests twice within a decade. The agency successfully recovered the full amount by freezing his bank accounts and garnishing his wages. The branch chief emphasized that the costs of drunk driving are high and urged the public to prioritize safety. The agency also offers support services such as addiction treatment and employment assistance.
