Digital transformation is an ongoing industrial process, and artificial intelligence and net-zero carbon emissions are the two major challenges facing the government and enterprises, which are critical to Taiwan's future competitiveness. The Central News Agency's frontline reporting team has conducted in-depth reports on how the government and various industries are using AI to optimize production processes and drive green innovation, witnessing another leap forward for Taiwan's industries. (CNA reporter Pan Chih-yi, Taipei, 1st) To respond to global trends in sustainable finance regulation and to strengthen the foundation of trust in Taiwan's sustainable investment market and improve information transparency, the TDCC, following the FSC's policy roadmap, has drafted the 'Code of Conduct for ESG Rating and Data Product Providers.' The draft will be open for public consultation from June 1 to 30. The TDCC explained that the purpose of the public consultation is to guide market intermediaries in implementing international standards, hoping to gather diverse market opinions and build consensus across sectors, actively promoting the seamless integration of Taiwan's sustainable finance ecosystem with international capital markets. The TDCC explained that to expand the inclusion of data product providers, it has adopted a principles-based framework covering six core principles: good governance, quality assurance, conflict of interest management, transparency, confidentiality, and communication. It also establishes a 'self-assessment document' mechanism for the market to jointly review compliance. Voluntary signing and transparent disclosure build the foundation of trust for international investors in Taiwan. TDCC General Manager Chen De-xiang stated that the formulation of this code of conduct is not only a major upgrade to Taiwan's sustainable information infrastructure but also a core milestone for Taiwan's capital market as it moves toward the international sustainable supply chain. By encouraging rating and data providers to voluntarily sign and publicly disclose self-assessments, the governance and transparency of information production can be improved at the source, thereby reducing communication costs between rated listed companies and rating agencies. In the future, the specific implementation measures of the signatory institutions will be publicly disclosed on the TDCC's 'Investor Relations Integration Platform (ESG IR Platform).' Therefore, the TDCC hopes that this will significantly enhance the trust of foreign institutions and domestic professional investors in Taiwan's ESG information, further invigorating Taiwan's sustainable finance ecosystem.
