(CNA Reporter Hou Ziying, Washington, 5th) After 14 hours of deliberation, the United States House Armed Services Committee passed the Fiscal Year 2027 National Defense Authorization Act, which includes providing up to $1 billion in funding for the "Taiwan Security Cooperation Initiative" to assist Taiwan in its self-defense. Other provisions include concerns regarding the resilience of communications between the U.S. and Taiwan, requiring the Secretary of War to submit a relevant report to Congress.

The "National Defense Authorization Act" (NDAA) can be considered major annual legislation in the U.S. The federal Senate and House of Representatives must work out a unified version, which becomes effective after being passed by both chambers and signed by the president.

After the House Armed Services Committee released the text and related content of the FY2027 NDAA last week, it was deliberated yesterday and ultimately passed by a vote of 44 to 12. Congressional Quarterly (CQ) pointed out that after the Armed Services Committee spent 14 hours deliberating and passing this bill, the full House is expected to take over processing it before the July recess.

According to the information from the House Armed Services Committee's "Intelligence and Special Operations" subcommittee passed yesterday, the provisions of the FY2027 NDAA include authorizing up to $1 billion (about NT$31 billion) in funding for the "Taiwan Security Cooperation Initiative" under the FY2025 NDAA.

Additionally, the House Armed Services Committee's "Cyber, Information Technologies, and Innovation" subcommittee documents state that the committee believes resilient communications between the U.S. and Taiwan are crucial for coordination during stable conditions and crises. The committee is concerned that if communication infrastructure is damaged in a conflict environment, it would severely limit the communication capabilities between Taiwan, the U.S. military, and partners. It also believes that current capabilities must be immediately assessed and gaps filled.

To this end, the committee requires the U.S. Secretary of War to submit a report to Congress by March 1, 2027, assessing the extent to which Taiwan's mobile ad hoc networking and commercial derivative communication systems can support U.S. military operational requirements in hostile environments.
