In his address at the event, Han stated that China and Russia will enhance cooperation to promote the implementation of global governance initiatives, adhere to true multilateralism, and safeguard the status and authority of the United Nations.

According to a Xinhua News Agency report on the 6th, Han attended the 29th St. Petersburg International Economic Forum in Saint Petersburg on the 5th local time, delivering a speech titled "Practicing the Global Governance Initiative and Jointly Creating a Better Future."

Han expressed that as major world powers and permanent members of the UN Security Council, China and Russia bear a mission in the process of reforming the global governance system. "China is willing to work with all parties, including Russia, to strengthen cooperation around promoting the implementation of the global governance initiative and jointly build an open, inclusive, fair, just, and win-win world."

Han proposed four points for practicing the global governance initiative.

He said, "Adhere to equal cooperation and advocate for a global governance view of consultation, joint construction, and shared benefits," insisting on true multilateralism, promoting equal participation, decision-making, and benefits for all countries in global governance, advancing the democratization of international relations, and enhancing the representation and voice of developing countries.

The second point is to "uphold international fairness and justice, and safeguard the status and authority of the United Nations." Han stated the need to maintain international fairness and justice with uniformly applicable international law, oppose double standards and selective application, and support the UN in revitalizing its authority and vitality, making it the main platform for countries to coordinate actions and jointly address challenges.

The third point is to "promote common development and enhance the sense of gain for people of all countries." He said the goal is to enhance the well-being of the people, implement the UN's 2030 Agenda for Sustainable Development, and promote common development and shared prosperity for all countries. China is willing to use the opportunity of hosting the 33rd APEC Economic Leaders' Meeting to work with all parties to build an Asia-Pacific community.

Regarding "strengthening coordinated actions and creating more visible results (referring to tangible, visible outcomes)," Han explained the need to coordinate global actions, strengthen the alignment of development strategies and policy coordination among countries, international organizations, and multilateral institutions, and gather forces to address global challenges and promote common development.

Han concluded by emphasizing that this year marks the start of China's 15th Five-Year Plan (2026-2030), which outlines China's development blueprint for the next five years and also demonstrates its vision for cooperation with countries around the world.
