Chang Chia-juan, a Democratic Progressive Party Taichung City Councilor, brokered a partnership with private enterprises to donate 500 sets of '7-in-1 Drug Saliva Rapid Test Kits' to the Taichung City Police Department's Criminal Investigation Brigade today, supporting officers in protecting citizen safety.

Citing the latest statistics from the National Police Agency, Chang stated that a total of 4,725 drug-impaired driving cases were detected nationwide from January to April this year. This indicates that drug-impaired driving is a life-threatening risk that Taichung citizens may face at any time, and the city government must take concrete action, starting from the source and enhancing enforcement capacity, to declare an all-out war.

Chang explained that the saliva rapid test kits allow for immediate preliminary screening at traffic stops. If a driver tests positive, officers can proceed with arrest and processing according to the law, significantly improving enforcement efficiency and ensuring the legitimacy and safety of police operations.

Facing the dual pressure of continuous public complaints and a shortage of tools for frontline officers, Chang decided to step in and mediate. She coordinated the Taichung Women's Care and Protection Association, which has long been dedicated to social welfare, and Jieyang Biochemical Technology Co., Ltd., a company specializing in biotechnology R&D with professional rapid test kit production capabilities. This tripartite cooperation enabled the successful donation of the 500 '7-in-1 Drug Saliva Rapid Test Kits' to the city police's Criminal Investigation Brigade.
