(CNA, by reporter Hao Hsueh-ching, Taichung, 10th) Chung Shan Medical University Hospital held the "Taiwan-US International Law Enforcement x Emergency Medical Care Exchange Lecture" today, inviting medical, police, fire, volunteer paramedic, and health units to collaborate on building a more resilient regional security network.
Tsai Ming-che, Superintendent of Chung Shan Medical University Hospital, stated that the hospital has long been committed to critical care medicine, pre-hospital emergency care, disaster medical response, and regional security governance. This lecture, centered on "First Responders" and "Cross-Domain Collaboration," focuses on the key roles of police, fire, and medical personnel within the emergency medical system.
Tsai emphasized that in the face of mass casualty incidents, violent attacks, mental health crises, terrorist attacks, and other high-risk public safety events, a single unit often struggles to manage the response alone. Only by establishing a common language, standard procedures, and collaborative understanding in normal times can response mechanisms be swiftly activated, resources be effectively integrated, and order be stabilized at the scene during a crisis.
The hospital explained that the lecture featured experts with practical, firsthand experience in U.S. law enforcement and emergency medical training. They shared how the United States has established standard operating procedures (SOPs) for close cooperation among police, fire, EMS, and medical sectors through long-term education, cross-agency drills, and a medical direction system.
The hospital noted that the course content covered important topics such as police self-aid/buddy-aid and hemorrhage control training, Tactical Emergency Medical Services (TEMS), Rapid Rescue Task Force organization, Mental Health Crisis Intervention Teams, care for law enforcement casualties, and high-fidelity mass casualty incident response drills. Through this Taiwan-U.S. exchange, it provides a valuable reference for Taiwan in developing its own cross-disciplinary collaboration models.
