In the early hours of the 9th, a woman surnamed Lin, after using drugs, drove a car in Luzhou District and hit a pedestrian. The pedestrian was then run over and killed by a following vehicle. Ms. Lin was arrested at the scene and sent for prosecution. The prosecutor's office, considering Ms. Lin's serious suspicion of causing death by driving under the influence of drugs, requested and obtained court approval for her detention.

The Luzhou Police Department of the New Taipei City Police Bureau stated in a message on the 10th that at around 3 a.m. on the 9th, a 47-year-old woman surnamed Lin was driving near Zhongyuan Road when she hit a male pedestrian in his 70s, surnamed Liang. After being knocked down, Mr. Liang was run over by a car driven by a man surnamed Li. Mr. Liang lost consciousness immediately and was rushed to the New Taipei City United Sanchong Hospital, where he was pronounced dead despite rescue efforts.

Upon arriving at the scene, police immediately conducted breathalyzer tests on both drivers, Lin and Li, both of which showed zero alcohol content. However, Ms. Lin tested positive for amphetamines and cathinones in a drug saliva rapid test, while Mr. Li tested negative. Police arrested Ms. Lin at the scene and transferred her to the district prosecutor's office. Mr. Li is being investigated for negligent homicide.

The New Taipei District Prosecutor's Office stated on the 10th that, considering Ms. Lin is suspected of violating Article 185 of the Criminal Code (causing death by driving a motor vehicle under the influence of drugs), a serious crime, and there is a risk of flight and repeated offenses, a request for detention was made to the New Taipei District Court and was approved.
