(Central News Agency, Beijing, June 21) Zhu Changjie, who previously served as Vice Chairman and Director of the Public Security Department of the Xinjiang Uygur Autonomous Region, is under investigation eight years after his retirement. After the "July 5th Incident" in Xinjiang in 2009, he served as the Party Secretary and Director of the local Public Security Department, cooperating with the authorities' high-pressure governance. He is also the third consecutive secretary of the Aksu region to fall from power.
The website of the Central Commission for Discipline Inspection and the National Supervisory Commission of the Communist Party of China announced on the 20th that Zhu Changjie, former member of the Party Group and Vice Chairman of the People's Government of the Xinjiang Uygur Autonomous Region, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.
Public resumes show that Zhu Changjie is 69 years old and has worked in Xinjiang for many years. He served as the Party Secretary of the Aksu Prefectural Committee in 2005.
On July 5, 2009, demonstrations in Urumqi, the capital of Xinjiang, evolved into large-scale clashes between Uyghurs and Han Chinese, resulting in casualties, known as the "July 5th Incident." Following this, the authorities of the Xinjiang Uygur Autonomous Region adopted even higher-pressure governance measures. Zhu Changjie was transferred to the position of Party Secretary and Director of the Public Security Department of the Xinjiang Uygur Autonomous Region in September of that year, a position he held for nearly eight years.
He was also appointed Vice Chairman of the People's Government of the Xinjiang Uygur Autonomous Region in July 2011, and did not step down as Party Secretary and Director of the Xinjiang Public Security Department until February 2017, and as Vice Chairman of Xinjiang until January 2018.
According to a report by China News Service in March 2010, Zhu Changjie stated after becoming the Director of the Xinjiang Public Security Department that he had minimized the occurrence of various cases, resolved social conflicts, and maintained overall social stability in Xinjiang. Xinjiang's public security work faced unprecedented pressure to maintain stability, with grassroots police officers working day and night on the front lines of stability maintenance, enduring severe tests.
In September 2021, the retired Zhu Changjie served as the Vice President of the China Police Association, and there were reports of his participation in related activities in April of this year.
According to a report by Caixin, a mainland media outlet, the Aksu region was the only region where Zhu Changjie served as the top leader in his career. After his investigation, three former Party Secretaries of the Aksu region have successively fallen from power.
With Zhu Changjie's investigation, six high-ranking officials have fallen from power since the 20th National Congress of the Communist Party of China in 2022, including former Xinjiang Party Secretary Ma Xingrui. Since January of this year, 34 "cadres managed by the central authorities" have fallen from power. These individuals are appointed by the CPC Central Committee and managed by the Organization Department of the CPC Central Committee, and are officials at the vice-ministerial level and above, or officials at the department-level and deputy department-level in some important units.
